NATIONAL CONVENTION OF GRAMIN DAK SEVAKS

AGRAWAL DHRAMSALA, DELHI, 13TH DECEMBER 2013

 

DECLARATION

 
The National convention of Gramin Dak Sevaks being held at Agrwal Dharmsala, Delhi expressed serious concern and anguish over continuing indifference and inaction by the Govt. of India towards pressing demands or Gramin Dak Sevaks presented before the Department of posts by All India Postal Extra Departmental Employees Union. The convention once again congratulates the leaders, members and well wishers of AIPEDEU for the unprecedented historic success of the seven days indefinite strike on 16-22 October 2013. The strikes and struggles during last year have strengthened and widened the unity of the GDS fraternity.

 

In the wake of the resounding success of the seven day indefinite strike the Govt. of India granted Rs. 3500/- bonus to GDS employees at par with departmental employees. Rastriya Swastya Bhema Yojana(RSBY) scheme is going to implement within short period.

 
The National convention of Gramin Dak Sevaks expresses anguish over the indifference of the Govt. towards the long pending burning issues concerning Departmentalization of BOs, Civil servant status to Gramin Dak Sevaks, Inclusion of GDS wage structure & service conditions in the purview of 7th Central Pay Commission, merger of 50% DA with pay for GDS Provide cent percent compassionate appointments to the wards of deceased GDS employees. Revise BPM cash handling norms Rs 20,000 per 1 point  25% Postmen, MTS vacancies are filled up by the senior GDS officials on the basis of seniority cum fitness. Stop 25% postmen, MTS vacancies offer to outsiders. Those vacancies also should be filled up by GDS.

 and regularization of casual, Part time, contingent employees and Revision of their wages with effect from 01.01.2006 and grant of D.A.


It is known fact that the GDS created revenue to the Department of posts by implementing NREGA, SSP, PLI, RPLI and various schemes introduced by the Department while bearing the unbearable burden of all round exploitation through denial of their basic and justified rights. If all type of work done by GDS has to be taken into workload, the BOs will be departmentalized with more than 8 hours work.


The convention calls upon the GDS fraternity to raise their voice unitedly against indifference and injustice and prepare for intensifying the countrywide struggle in the days to come.


The convention decided to hold five days relay hunger fast in the circle head quarters on 20-24 January, 2014.


If our demands are not settled after this programme, serious trade union action will be launched in appropriate time. The convention appeals to the entire GDS of the department of posts to take part in the programme with strong determination and thundering the message to the Govt.

AIPEDEU GDS NATIONAL CONVENTION –UNPRECEDENTED HISTORIC SUCCESS –MORE THAN TEN THOUSAND GDS COMRADES  ATTENDED. COM.GURUDAS DAS GUPTA M.P (LOK SABHA) & GENERAL SECRETARY AITUC, COM. SHIVGOPAL MISHRA GEN. SEC. AIRF & NATIONAL JCM SECRETARY ATTENDED AND ADDRESSED THE CONVENTION. THE TWO LEADERS EXTENDED THEIR SOLIDARITY & SUPPORT TO THE SSTRUGGLES OF AIPEDEU.

Com. S.S.Mahadevaiah explained all the pressing problems of GDS in length and steps to be taken to solve the problems. The declaration was unanimously accepted by the house. The convention decided to launch 5 days relay hunger fast from 20/1/2014 to 24/1/2014 at all circle head quarters. The convention also decided to take serious trade union actions if the government will not be settled the problems in time.

All the CWC members and circle secretaries from 22 circles attended the convention and delivered their valuable speeches.

More than ten thousand GDS employees raised their voice for the cause for their justified demands in Delhi. 
The rally started from Dak Bhavan with colorful red flags of AIPEDEU and joined with rally of Trade unions in the Parliament Street.

   All the C.W.C members and circle secretaries had participated in the rally.

GDS bonus ceiling for Rs.3500/- has been approved by the Cabinet today

GDS bonus ceiling for Rs.3500/- has been approved by the Cabinet today.
The bonus is sanctioned with prospective effect i.e., from this year itself.

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks


The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

Himalayan tsunami: Uttarakhand damage can't be blamed on nature's fury alone

Dear Comrades,
 
Cloudbursts, landslides and flash floods are an annual affair in Uttarakhand. The monsoon of 2010 brought with it such massive losses of lives, property, crops and infrastructure that the state said its development clock had been set back by a decade. Things are much, much worse this year. With many highways damaged, bridges washed away, electricity and phone networks down, several ravaged places continue to be marooned. Expect the final tally to be horrifying. After all, the speediest monsoon in over 50 years has just dumped over 400% more than average rainfall over Uttarakhand and neighbouring Himachal Pradesh.

Himachal chief minister blames nature's fury — against which all disaster management must, presumably, fail. This characterisation is deceptive. India's premier disaster management body neither has implemented any project successfully nor has much information over progress at the state level. As for the Met, it's passing the buck by saying the state government had been warned about torrential rains on Friday night. Even if local administration had understood the implications of meteorological data, it didn't have much time to put out effective warnings across a state where 65% of the area is under forests.

The bottom line is that in a region that has more reason than most for disaster preparedness, both local and central arms of the government have been greatly wanting. Personnel of the Army, Border Roads Organisation and Indo-Tibetan Border Police are trying their best. But a couple of dozen helicopters flying a few hundred sorties a day to rescue a region full of distressed citizens is emblematic of millennial India's broken promises. Some of these sorties were abandoned for want of fuel, while helplines are not giving nearly as much help as they should.

In Uttarakhand circle especially Seasonal Post Offices to G.D.S. employees Problems cannot be imagined such situations . Keeping in view the geographical and climatic condition of the area is Himalayan Valley there are many seasonal post Offices in the snow bound hilly areas which are kept open only for 6/7 months during summer and will remain closed for the next 5/6 months every year. The employees working in such Post Offices are kept out of job during the off season and neither any kind of leave is granted to them nor any kind of allowance/alternative job is given to them. Under such circumstances these employees have to struggle even for their survival. Such employees should either be granted half pay leave/special leave or they should be attached to the neighboring Post Offices so that they may earn something for their survival till the next year’s working starts. 
 
         No Provision of special amenities to the Gramin Dak Sevak working in odd situations in hilly areas. Keeping in view the geographical and climatic condition of the country, the G.D.S. are working in a pitiable condition as compare to other employees of Govt. of India and they face much difficulties on account of odd climatic and geographical condition remoteness of areas, dangerous hilly routes of traveling, snow falls, land slides etc. A brief description of hardships faced by the employees is submitted as under and the proposals for redressal of the grievances are also noted against each. 
 
          Remoteness of areas: Most of the hilly areas are not so easy of access. These areas are generally spread over in remote corners of hills and high mountains much far away from Rail or Bus heads. The employees have to travel on foot. The essential commodities are rarely available and at a very high cost. No basic facilities are available there. The Departmental employees are compensated in the form of remote locality allowance/Border area allowance/Difficult area allowance, backward area allowance. But the E.D. employees (G.D.S) are deprived from the same. A provision of similar allowance should also be made to the Gramin Dak Sevaks
 
Odd climatic condition/difficulties to G.D.S.:
 
     It is very difficult to explain all the difficulties. These may rather be experienced by a physical survey of experts. These difficulties may be compensated by raising the minimum working hours/work-load from the existing 3 hours to 5 hours. In accordingly ,more than 5hours. Providing boots, shoes, warm clothing and rain coat etc. to enable the poor employees to perform their duties with a sense of security.Granting additional insurance cover to the employees those who are working in risky areas at high altitudes.Granting hard duty allowance/Risk allowance for the specially identified in dangerous areas.
